Caroline was born and raised in Mathews County, Virginia. She attended the Episcopal High School in Alexandria, Virginia before completing her undergraduate degree at the University of Virginia. Caroline then moved to Washington, D.C. and was a paralegal at the United States Department of Justice for two years. She graduated from the Catholic University School of Law and began working as a prosecutor at the Delaware Department of Justice.
While at the Delaware DOJ, Caroline served as a Deputy Attorney General in the Misdemeanor Trial Unit and the Domestic Violence Unit. During this time, Caroline litigated criminal trials in the Delaware Court of Common Pleas, the Family Court, and the Superior Court. Her cases included charges for possession of a firearm by a convicted felon, domestic violence assault, sexual harassment, endangering the welfare of a child, and many more. While working in Delaware, Caroline received extensive training in trial techniques from the Attorney General and other Deputy Attorneys General in the office. Caroline is licensed to practice law in North Carolina and Delaware.
